When it runs it downloads the rest of the required installation files from the internet. Unfortunately, MS often makes " improvements" to "stuff" like the myaccounts site, without bothering to update existing documentation. Sounds like you are looking for and doing the right thing to get the full Offline installer. Was it ever enabled, and if so why has it been disabled? Have I mis-understood the instructions? Or is the article above incorrect and offline download is in fact impossible?

I noticed recently that when MS ended support for Office 2010 they also stated it was no longer even available for download, which presumably means anyone with a medialess purchase is stuck and can't re-install if they want to. I have two Office 2016 Home and Student medialess retail box installations, both installed via the click-to run installer from my account using instructions in the leaflets found in the product boxes.
